Can't open any IIS port

HI I'm trying to test my asp.net program to internet.

I'm using IIS7 for webserver hosting using my PC, First I test it first on the localhost and run perfectly, I prepare port 88 to make sure that if possible my ISP block the port 80.

- online test: I add new rules to "Windows Firewall with Advance Security" "Inbound" aiming to port 88, same as to "outbound rules".

-checking the port : I go to this url to test the port 88 http://www.yougetsignal.com/tools/open-ports/ but it seem  the port is close.

any Idea? thanks.

(I new here I'm student from the Philippines taking-up BSCS 3rd year college, at the same time ECE 2nd year college)
