Installation Package to setup IIS as reverse proxy

HI,

I want to setup IIS 7 (Windows 2008 R2) as reverse proxy and downloaded ARR 3.0 package, however the installation requires to download Microsoft Web Platform Installer while my server does not have Internet Access.

Is there any installer package available for download which includes all the components required such as Web Farm Framework, External Cache module, etc.
