IIS speed limit invalid

Windows Server 2019，IIS 10

The maximum bandwidth (bytes per second) in IIS is set to 1048576, but external networks can still download files over 1M/s via normal access.

However, the default version of Windows server 2012 r2, IIS, is the normal speed limit.

IIS里的最大带宽(字节/秒)设置为1048576，但是外部网络依旧可以通过正常访问下载文件超过1M/s。
然而相同的操作Windows server 2012 r2的默认版本IIS下是正常限速的。
