Issue Installing Web Deploy 3.6 on Windows Server 2008 R2 Core

I keep getting the Error 1720 when I try to install Web Deploy 3.6 on the Windows Server 2008 R2 Core. 

"Error 1720. There is a problem with this Windows Installer package. A script required for this install to complete could not be run. Contact your support personnel or package vendor. Custom action InstallEtwManifest script error -2147221163."

I have done quite a bit of research and I believe this is happening because a script in the installer needs the IServiceProvider interface which is not available on the Windows Server 2008 R2 Core. The article below references this.

Does anyone know a way that I can install this on the server so I can migrate my websites over to a new server? Is there another installer that does not use the IServiceProvider interface? Does one of the older versions work with Windows Server 2008 R2 Core? Is there another migration tool that is prefered for Windows Server 2008 R2 Core with IIS7 that also works well with Windows Server 2016 Standard with IIS10? Does anyone know if I can install Web Deploy 3.6 on another server that in not the Windows Server 2008 R2 Core, add the server to IIS 7 and export the sites that way?
