IIS8 can't connect to local sites with 192.168.x.x but can with localhost:x

I am running serveral localhost sites on IIS 8. Recently they have become unreachable by any domain computers and IIS8 itself when using the bound IP (192.168.1.x:xx). When testing with Windows firewall off and telnetting to a bound IP I am still unable to reach it. However, when I set the binding to "unassigned" with a port, I can reach it just fine. What's happening?
