IIS not allowing JavaScript External PHP URL through

I am having an issue that I am unable to find any information on.  I am sure it is a permission issue, but I have this link for a script file.  It works perfectly in a standard notepad html document.  When I embed this link in my CMS or run that same HTML file that works through IIS, it comes up with an error.  That error is a default error from the third party company.  The 3rd party vendor has verified permissions on their side, (which I am sure that is the case since it works running just the html file).  I am sure that it is some permission problem.  PHP is running on the server and regular local JS works fine as well.

The working HTML file runs fine executing locally from our IIS server.  But running through IIS that is when the error pops up.
