Windows 2k12 Standard vs SQL 2012 Standard ASP Issue

Let me short the story as much as possible

I've 4 ASP Applications running in Windows Server 2012 Standard and MS SQL 2012 Standard, recently i requested a migrate from the ISP to a different server, I've taken the necessary backup on a VM and I test all, even I uploaded the same application into the new server and all working fine for almost 2 month

One of the employee inform me that one of the application has an issue, and after investigate I saw this message

Well, I'm not a programmer, or simply I'm into networking, Though that someone play around with the server,
 so I've Telnet 1433 & Disabled the Firewall even though the rest of the application is still running, tried to rename web.config, still the message is coming. Like it's not reaching that level

Created a new VM on my machine and installed fresh Windows 2k12 and SQL 2k12 and tried the old backup which has been taken from the old server, still is coming like that

I've one of my friend who was troubleshoot with me, and he saw the cs file hidden into dll file and he tried to decrypted it but since we are into two different geographic location, we have limited communication and this application for a big customer and the application is down for almost 13 days

Please I need any help possible to make it run again
